PNG TRANSPORT AGENCIES BACK REVIEW TO STRENGTHEN SECTOR COORDINATION
Papua New Guinea’s transport sector agencies have endorsed a major review of the Transport Sector Coordination Monitoring and Implementation Committee (TSCMIC), aimed at improving how the sector plans, aligns, and delivers national priorities.
TSCMIC serves as the key platform that brings together transport and central government agencies to coordinate policy, planning, and investment. Made up of agency heads, the committee plays a central role in overseeing and guiding the country’s transport priorities.
The review was carried out by an independent panel of Papua New Guineans, led by Ambassador Joshua Kalinoe. It began in late 2025 to evaluate the committee’s relevance, effectiveness, and role in driving coordination across the sector.
Chair of TSCMIC and Secretary for the Department of Transport, Mathew Wowoni, said the findings provide a clear roadmap for strengthening the committee’s structure and operations.
He said the review reflects the priorities of sector agencies and outlines practical steps to enhance coordination, ultimately improving the delivery of transport policy, planning and investment nationwide.
The review was formally endorsed by transport and central agencies during TSCMIC’s first quarterly meeting held on March 26, 2026.
Since its establishment in 2007, TSCMIC has received support from the Australian Government through the Transport Sector Support Program (TSSP), helping align sector coordination with Papua New Guinea’s national priorities, including support for this latest review.

IMPROVED HEALTH SERVICES FOR GEREHU COMMUNITY
St Paul’s Urban Clinic, one of 13 Catholic Church Health Services facilities supported by the Australian Government, is delivering improved sexual and reproductive health services in Port Moresby city.
Following its refurbishment in late 2025, around 30,000 residents of Gerehu and nearby communities are benefiting from better healthcare, especially in maternal health and HIV services. In 2025, over 800 people were tested for HIV, with 37 positive cases and 36 patients starting antiretroviral treatment, including 485 pregnant women.
The upgrade included new reception and consultation areas, maternal and child health units, emergency facilities, and private spaces for HIV testing and counselling. The clinic was also connected to the main sewerage system, improving sanitation and hygiene standards.
CCHS Projects Director Graham Apian said the improvements strengthen service delivery, allowing health workers to provide safer, more efficient, and confidential care. The clinic plans to further enhance testing and treatment services in 2026 through continued support from partners, including the Australian Government and Catholic Church Health Services.

WAU RESIDENTS GIVEN DEADLINE TO SURRENDER MURDER SUSPECTS
Morobe Provincial Police Commander, Chief Superintendent Samson Siguyaru, has ordered residents of Wau and Watut living at the Six Compound settlement in Wau Town to hand over suspects linked to the alleged murder of a young man.
Commander Siguyaru issued a deadline of Monday, April 13, 2026, warning that failure to comply would result in further police action. This could include the arrest of individuals, such as parents and community leaders, accused of harbouring the suspects.
Police allege that the victim, a young man from Biangai Village in the Wau-Waria area, was killed by unknown individuals believed to be from the Waria community residing at the Six Compound.
In response to the killing, members of the Biangai community erected a roadblock along the main highway leading to Waria and Garaina, demanding that those responsible be surrendered to authorities. Initial attempts by police to remove the blockade and negotiate with community leaders were unsuccessful.
Following the Easter period, Commander Siguyaru travelled to Wau on April 7 and held a joint meeting with leaders from the Biangai, Waria, and Watut communities. During the meeting, he reiterated the directive for suspects to be surrendered and called on the Biangai community to remove the roadblock.
By April 8, the roadblock had been cleared, restoring normal traffic flow. However, authorities say the Waria community at Six Compound has yet to comply with orders to hand over the suspects.
Commander Siguyaru is expected to return to Wau to ensure enforcement of the directive.

SDA CHURCH OFFERS PRAYERS & RELIEF SUPPORT FOR CYCLONE MAILA VICTIMS
The Seventh-day Adventist Church in Papua New Guinea is extending prayers, encouragement, and humanitarian support to communities affected by Tropical Cyclone Maila, which caused destruction across parts of Milne Bay, Bougainville, and East New Britain over the past week.
The Church expressed deep concern and solidarity with families who have experienced loss and hardship, stating that affected communities remain in their thoughts and prayers during this difficult period. It emphasized a message of hope and reassurance, reminding those impacted that they are not alone and that God remains a source of strength, comfort, and refuge in times of crisis.
Citing Psalm 46:1—“God is our refuge and strength, a very present help in trouble”—the Church encouraged communities to hold onto faith and hope amid ongoing recovery challenges.
In response to the disaster, the Church’s humanitarian arm, the Adventist Development and Relief Agency (ADRA), will coordinate relief efforts. ADRA is working closely with provincial disaster offices to assess damage and mobilize assistance to the most affected areas.
The Church also acknowledged the resilience of local communities and encouraged continued cooperation with disaster response authorities. It called for compassion in action through sharing resources, offering practical help, and supporting one another through Christian service.
The PNG Union Mission of the Seventh-day Adventist Church concluded by praying for God’s protection, sustaining grace, and restoration over all affected homes and communities.

HAWKS CROWNED CHAMPIONS OF MADANG RUGBY LEAGUE PRESEASON 9’S
Madang Rugby League successfully concluded its Preseason 9’s Competition with thrilling elimination finals and a grand final showdown held on Saturday, 11th April 2026 at Ron Albert Oval.
A total of eight teams participated in the competition, with the top four advancing into the elimination finals after a series of intense and physical encounters.
The Hawks and Diwai emerged as the two strongest sides following the elimination rounds. Hawks dominated their path to the grand final, comfortably defeating Diwai in the qualifying final to secure a direct berth.
Diwai, however, faced a much tougher route. In the 3rd versus 4th playoff, Tarangau overcame the Royals to stay in contention. Diwai then went head-to-head with Tarangau in a fiercely contested match and managed to edge out their opponents, earning their place in the grand final against Hawks.
In the championship decider, Hawks proved too strong, delivering a commanding performance to defeat Diwai and claim the title of 2026 Madang Rugby League Preseason 9’s Champions.
The grand final was officiated by Madang Deputy Governor, Hon. Kui Udag, who performed the ceremonial kick-off on behalf of the Governor. He was accompanied by Amandi Gurinan Wanuma, President and Chairman for Sports, Youth, Religion and Social Services, and Hon. Lakus Ruambi Yawar, President and Chairman for Agriculture and Livestock. Provincial Sports Coordinator Mr. Panchito Amepo was also present to witness the occasion.
Speaking on behalf of the Madang Rugby League Executive, Treasurer and PNGRFL representative Mr. Newman Tom expressed sincere appreciation to the Madang Provincial Government for their continued support. He acknowledged the government’s contribution of K2,500, which greatly assisted in the successful staging of the preseason competition.
The successful hosting of the Preseason 9’s marks a strong start to the rugby league calendar in Madang, setting the tone for an exciting 2026 season ahead.

NCD EVICTIONS HALTED AS POLICE AWAIT COURT DECISIONS
Police Commissioner David Manning has ordered an immediate halt to all police-assisted eviction operations in the National Capital District, pending the outcome of ongoing court proceedings.
The directive, issued on April 9, 2026, follows growing public concern and legal disputes surrounding recent eviction activities across Port Moresby.
Commissioner Manning confirmed that police will not take part in any eviction exercises until the courts have fully determined the matters before them. The decision reinforces the role of the Royal Papua New Guinea Constabulary in upholding the law while respecting the rights of all parties involved.
He stressed that the move is grounded in the need to protect constitutional rights and maintain public trust in the legal process.
“The laws of this country exist to protect the rights of all persons,” he said.
The Commissioner made it clear that individuals affected by eviction processes must be given the opportunity to have their cases heard through proper legal channels. He noted that any future police involvement will only take place when supported by valid court orders.
The pause on evictions means that police resources within the NCD Command will remain focused on regular law enforcement duties while awaiting further legal direction.
Commissioner Manning also issued a firm warning that no party should attempt to bypass the directive or take matters into their own hands. He emphasised that maintaining order during this period remains a priority for police.
“Until all matters are finalised by the courts, no further eviction activities will be undertaken by police in NCD Command,” he said.
The decision highlights the balance between law enforcement and judicial authority, particularly in sensitive matters involving land ownership and settlement communities.
Authorities are now urging calm among residents, with the Commissioner expressing confidence that due process will guide the outcome.
As court proceedings continue, the situation remains under close watch, with police reiterating their commitment to act strictly within the law once decisions are handed down.

CIMC GRADUATE TRAINEES PRAISED FOR STRONG PERFORMANCE IN EARLY PROGRAM REVIEW
Four graduate trainees under the Consultative Implementation and Monitoring Council (CIMC) have been commended for their strong performance just two months into the organisation’s Graduate Development Program.
The trainees presented their progress during a review session in Port Moresby on March 9, where they shared their experiences, key learnings, and early achievements since joining the program.
The presentations also highlighted their understanding of the sectors they are attached to, along with the challenges they have faced and their expectations moving forward.
CIMC Executive Officer Wallis Yakam, who assessed the presentations, praised the quality and professionalism shown by the trainees.
“The quality of the presentations and the way you put them together makes it seem as if you’ve been doing it for ages,” she said.
She also acknowledged the trainees’ strong grasp of their respective sectors, noting that their insights reflected both effort and commitment despite their short time in the program.
Long-serving CIMC staff also observed a noticeable increase in confidence and growth among the trainees, describing their progress as impressive within such a short period.
The four trainees are currently attached to key sectoral committees within CIMC’s structure. These include Governance and Service Delivery, Agriculture, Commerce and Services, as well as Transport and Infrastructure, including the ICT subcommittee.
Through these placements, the trainees are gaining hands-on experience in national policy discussions and development planning processes.
The trainees themselves expressed appreciation for the opportunity, describing the program as an important starting point for their professional careers.
The review session also included updates on CIMC’s priority activities, with sector leaders presenting progress reports for the first quarter of 2026 and outlining strategic plans for the months ahead.
CIMC plays a key role in Papua New Guinea’s development by bringing together government, private sector, and civil society voices to contribute to national policy-making.
The Graduate Development Program is part of that effort, aimed at building future leaders who can contribute meaningfully to the country’s growth.
As the program continues, the early performance of these trainees signals a promising start, both for their individual careers and for the strengthening of capacity within CIMC.

PNG LOOKS TO CONTINUE IMPRESSIVE RUN IN FIFA WOMEN’S WORLD CUP QUALIFIERS
The stage is set for Round 3 of the FIFA Women’s World Cup 2027™ Oceania Qualifiers, with a coveted spot at next year’s finals in Brazil on the line.
FMG Stadium in Hamilton will host Papua New Guinea, American Samoa, New Zealand, and Fiji in the semi-finals tomorrow afternoon.
The matches have been moved forward by a day due to extreme weather conditions in the region, with all four teams addressing the media on the eve of the fixtures to share their thoughts ahead of the crucial clashes.
Papua New Guinea will enter the semi-finals with strong momentum after going unbeaten through Round 2 in Fiji without conceding a single goal.
Aside from New Zealand, PNG have been among the strongest sides in Oceania in recent qualification cycles, narrowly missing out on a World Cup spot in 2023 after a 2-0 defeat to Panama in the FIFA Intercontinental Play-off.
The “Bilums” will now turn their focus to American Samoa, aiming to take another step toward a historic qualification campaign.
Head coach Eric Komeng praised his side’s preparation and experience within the squad.
“I think the best part of the preparation has been the experience I have within the team. They’ve been there; they’ve done it before,” Komeng said. “We didn’t get the result last time, but I think our girls have prepared well and if we keep working hard I’m sure we can achieve our goals.”

Komeng credited the team’s discipline and work ethic for their solid defensive performances.
“We’ve been working very hard with our defence and our attack, and I think the girls put hard work into every session. Hopefully we can have a good semi-final here too,” he said.

PM REMOVES DEFENCE PORTFOLIO FROM DR BILLY JOSEPH
Prime Minister (PM) and Acting Minister for Defence, Hon. James Marape, has confirmed the removal of all Papua New Guinea Defence Force (PNGDF) responsibilities from Hon. Dr Billy Joseph, pending a comprehensive and independent investigation into serious concerns raised over the Defence Force recruitment process.
Prime Minister Marape said Dr Joseph will continue in his other ministerial roles, including Minister for National Disaster and Emergency Services, National Volunteer Service, and National Fire Service.
“The decision to relieve Minister Joseph of Defence responsibilities is in the interest of integrity, transparency, and due process while we fully examine the circumstances surrounding this matter,” Prime Minister Marape said.
A formal investigation framework is now being developed, with Terms of Reference being finalized in consultation with the State Solicitor to ensure full legal and procedural compliance. The Prime Minister confirmed that official notices are being prepared for senior PNGDF leadership, including the Defence Commander, Deputy Commander, and the Defence Secretary, as part of the investigative process.
A high-level three-member independent team has been established to conduct the inquiry, led by the Chief Secretary, supported by the State Solicitor, and including a senior defence expert from the Australian Defence Force, either serving or retired.
Prime Minister Marape said the team’s mandate will extend beyond the current recruitment concerns to include a broader review of PNGDF governance and recruitment systems. “This team will not only investigate the current recruitment exercise but will also assess the wider governance and recruitment framework within the PNG Defence Force,” he said.
The investigation will focus on alleged irregularities and discrepancies in recruitment processes at Murray Barracks, including the most recent intake. “The inquiry will trace the entire process from recruitment initiation through Murray Barracks processing and onward movements, including Goldie,” Prime Minister Marape said. “No aspect will be overlooked. We will establish the facts, determine accountability, and identify any breaches at all levels.”
Prime Minister Marape emphasized that the investigation is aimed at systemic reform, not just addressing immediate concerns. “This is about fixing the system and ensuring that we recruit the best young Papua New Guineans into our Defence Force,” he said. He added that the review will also align PNGDF recruitment with evolving international security partnerships, including cooperation with Australia. “We are building a modern, disciplined, and professional Defence Force capable of working alongside our partners, including opportunities under existing arrangements with the Australian Defence Force,” he said.
Prime Minister Marape reaffirmed the Government’s commitment to accountability and institutional integrity across all State agencies. “The Defence Force is a key pillar of national security. Its integrity must remain beyond reproach. This process will restore public confidence and strengthen our defence systems,” he said.

ROOKIES TAKE MEN’S TITLE AS ROVERS DOMINATE WOMEN’S DIVISION
The Madang Easter Softball Tournament concluded with exciting results, as Rookies from Lae claimed the men’s title while Rovers dominated the women’s division in a series of closely contested matches.In the men’s division, Rookies edged out Rovers 5-3 in a competitive grand final, earning the top prize of K1, 000.
Rovers settled for second place with K800, while 09ers secured third placing winning K600, and Mamu finished fourth with K400.
The women’s division saw Rovers emerge as champions after defeating Yamilon 6-4 in a tightly fought match.
Yamilon claimed the runner-up prize of K800, followed by Tribes Bears in third place (K600), and Class 9s finishing fourth (K400).
The tournament, hosted by the Madang Softball Association, featured 11 teams, nine from Madang and two visiting men’s teams from Lae.
Matches were played in a round-robin format, with the women’s division, consisting of four teams, competing over two rounds before advancing to the finals.
An official from the association acknowledged the valuable contribution of the Lae teams, saying their participation lifted the level of competition despite the short notice.
“Despite the late notice, we are grateful to have the two men’s teams from Lae participating. Their involvement boosted the tournament and gave our teams very good competition.”
The official further highlighted that Madang remains the only association in the country currently hosting active softball competitions, reflecting the province’s ongoing commitment to developing the sport.
Meanwhile, Madang Softball Association Vice President Desmond Torot, thanked the visiting Lae teams for their strong participation and competitive challenge to the Madang-based sides.
He also acknowledged the support of Madang Town Mayor Ishmeal Yama, and commended Madang Governor Ramsey Pariwa for sponsoring K5, 000 towards the tournament.
The association extended its appreciation to all participating teams, officials, and supporters, and is encouraging continued public support as softball in Madang continues to grow.
