Papua New Guinea Defence Force (PNGDF) Navy vessel the HMPNGS Francis Agwi, was recently part of naval fleet in the International Fleet Review as part of exercise Kakadu in Sydney, Australia marking the 125th anniversary of Australia’s Navy. HMPNGS Francis Agwi, commanded by LEUT Ziegfried Bartley, is one of the four Guardian-class Patrol Boats in the PNGDF Maritime element fleet, and was gifted by the Australian Government in 2021 through the Pacific Maritime Security Program. HMPNGS Francis Agwi sailed in formation into Sydney Harbour alongside the other participating vessels, accompanied by a Royal Australian Air Force aerial display and ceremonial gun salute.Chief of the PNGDF, Rear Admiral Polewara, was in Sydney to witness HMPNGS Francis Agwi’s contribution, joining the Australian Chief of Defence Force Admiral Johnston and Chief of Navy Vice Admiral Hammond, as well as other dignitaries on board HMAS Leeuwin to view the official sail past.Since the 19th century, Fleet Reviews have been held for commemorative events and celebrations, including inviting other national navies to participate by sending vessels. This year, thirty-one ships from nineteen nations participated in the Royal Australian Navy’s International Fleet Review, including Papua New Guinea.HMPNGS Francis Agwi is due to arrive back in Papua New Guinea soon.

This reopening follows a comprehensive and rigorous technical inspection conducted by dedicated safety team of NAC earlier this afternoon. During this assessment, both the runway and taxiway were meticulously evaluated and confirmed to meet all required safety protocols for aircraft movement. As a result of these findings, the Notice to Airmen (NOTAM) issued during the morning hours has been formally cancelled, allowing scheduled flight services to recommence effective as of 1:30 PM today. NAC stated that they understand that these temporary closures can be disruptive, and would like to extend their sincere gratitude to all passengers and the wider community for their continued patience and cooperation. At the National Airports Corporation, they remain steadfast in their commitment to upholding the highest international standards of security and operational integrity, as the safety of all passengers and crew remains their absolute priority.

The Rabaul District Administration in East New Britain province, marked a significant achievement in its rehabilitation efforts with the successful completion of a Financial Literacy Training by 60 inmates and warders at Kerevat Correctional Services. The four-day training which took place from March 30th to April 2nd, was conducted by the District’s Social Development sector and aimed to equip inmates with vital financial management skills to support their transition back into their respective communities. Participants comprised of inmates and few warders were trained on key areas including budgeting, savings, and responsible financial decision-making to better prepare them for life after release. Speaking at the closing ceremony April 2, Deputy District Administrator for Operations, Mr. Petrus Maninga, told participants that without money management skills, everything else fails. “You must have a change of mind set and make a difference in your communities, upon release.” “The certificates you receive today carry value and can be used to approach financial institutions for opportunities.” Mr. Maninga reaffirmed the district administration’s commitment to delivering inclusive development programs that support and elevate all members of the community- including those within correctional institutions. “We do not see you only as offenders. We are committed to rehabilitating and empowering you to become better citizens.” Meanwhile, Commanding Officer Superintendent John Poris, said this is a unique program and commended Rabaul District for pioneering financial literacy training within a Correctional Services institution. Supt. Poris said that such initiatives are important to transform lives and reduce reoffending and inmates must embrace positive change. On the other hand, Provincial Industrial Officer for Commerce, Mr. Allan Jubilee, encouraged participants to apply the knowledge gained to build sustainable livelihoods. Inmates Amanda Ray from ward 11 in Rabaul Urban Local Level Government (LLG) and Francis Detalit from Napapar, both expressed gratitude for the training, describing it as an eye-opener and life-changing. They said it has given them valuable skills in money management as well as hope and confidence to rebuild their lives and make better choices upon release. A similar training will be conducted for a second batch in the near future.

The National Airports Corporation (NAC) has advised the traveling public and all stakeholders that Tokua Airport in East New Britain province, is temporarily closed effective immediately. Following persistent heavy rainfall that began on Saturday, April 4, 2026, the runway and taxiway have sustained significant flooding caused by surface water runoff from areas outside the airport perimeter. A formal Notice to Airmen (NOTAM) has been issued to confirm this closure. The NAC team in Tokua is actively monitoring the situation and conducting safety assessments to determine when the airfield will be viable for use. Operations will only resume once the environment is deemed entirely safe for aircraft and passenger movement. NAC sincerely regrets the disruption to all travel plans and expressed their appreciation towards the patience of passengers, airline partners, and the general public during this period. Passengers have also been encouraged to contact their respective airlines for information regarding flight rescheduling. Safety remains NAC’s highest priority as they work to restore normal services at Tokua Airport.

The Gazelle District has officially joined other districts in East New Britain (ENB) by launching the Healthy Island Concept (HIC) during a Local Level Government (LLG) leaders’ induction held last month in March. The launch was officiated by the Director for Public Health, Dr. Mathew Mongolop, alongside Provincial Administrator Mr. Levi Mano and various invited guests who gathered to witness the milestone. While the progress of the HIC across Papua New Guinea (PNG) has been relatively slow, the provincial government, in partnership with the Provincial Health Authority (PHA), remains steadfast in its focus to roll out the concept directly at the ward level. The HIC is recognized as a high priority within the National Health Plan 2021-2030, promoting a holistic approach to wellness. This strategy ensures health is addressed through essential infrastructure and lifestyle standards, including safe water supplies, sanitary toilets, well-maintained villages, and clean homes. Dr. Mongolop emphasized that integrating people at the ward level to take full community ownership is the primary driver for improving success rates. “We believe in integration. This means, ward members at the ward level must take the lead in providing necessary information to health and for us to advise the government so that we improve on our coverage rate.” “It is all about taking ownership and being responsible for our own health and we need to work closely.” Furthermore, the provincial government has demonstrated its commitment to the HIC by aligning this year’s budget primarily with LLG initiatives. During the launch, Provincial Administrator Mr. Mano highlighted that the government’s vision involves encouraging citizens to thrive within their own communities. “Most of the population of our people are in the villages. Our government also wants people to go live in the villages and make a living there by committing this year’s budget to projects at the LLG.” “People need to have a bit of patience for us to reach a destination that may achieve results in the next five years from now.”

Vunapope St Mary’s Hospital in Kokopo, East New Britain Province, has received a vital boost in its medical capacity with the donation of equipment valued at K97, 618. The delivery, which included two delivery beds, sterilizers, a surgical lighting system, and an office printer, was facilitated by the We Are One (WAO) Foundation, the charitable arm of Islands Petroleum. The funds for this contribution were generated through last year’s Color Fun Run, an event that raised a total of K165, 142 for hospital support. This achievement was bolstered by significant contributions from corporate sponsors, including Agmark Limited with K50, 000, as well as Tropicana Limited and G-Boi Enterprise, who each donated K20, 000. During a small ceremony at the hospital, WAO Foundation coordinator Nicole Kamara presented the items to hospital board chairman William Lamur, staff, and sponsor representatives. Ms. Kamara emphasized the foundation’s commitment to improving community welfare throughout Papua New Guinea. “WAO works to promote unity, health, education, sustainability, community development in PNG by working closely with government authorities, health institutions, corporate partners and the communities.” “We want to encourage communities to take responsibilities to improve on our lifestyles.” Looking ahead, the foundation has announced a music festival scheduled for Mother’s Day, May 10, 2026. The event aims to raise funds specifically for the cervical cancer unit at Port Moresby General Hospital. Ms. Kamara noted that the foundation intends for this to become a recurring initiative. “We will make this become an annual event to buy the necessary equipment for the cervical unit and gradually move to other sections within the hospital.” A similar partnership is currently being discussed for the Rabaul Provincial Hospital, which recently received its own donation of delivery beds, glucometers, glucose strips, a smart TV, and a lawnmower, totaling K67, 524. Chairman William Lamur expressed his deep gratitude for the support from Islands Petroleum and its partners, calling on the wider business community to get involved. “I want to encourage other small local businesses to join force to the existing companies who continuously throw support during the colour fun run for the good of the community.” “The donations will help greatly with our work where the hospital management and board will work in close collaboration with IP to identify the real needs of the hospital.” Building on this momentum, Islands Petroleum and the WAO Foundation plan to expand the annual Color Fun Run to eight centers this year: Kokopo, Lae, Port Moresby, Kimbe, Kavieng, Madang, Alotau, and Popondetta. The foundation has set an ambitious fundraising goal of K1 million for the upcoming event.

A man was arrested on April 1st, for unlawfully wearing a police number one uniform while under the influence of alcohol. The suspect was detained after a quick response by the H4 Highway Patrol Unit at Kudjip Market, Jiwaka, following a tip-off from a member of the public. Acting Jiwaka Provincial Police Commander (PPC) Superintendent Laimo Asi, said that the suspect is now held at Minz Police Station for further investigation. “The suspect will be formally investigated when he is sober. Police will determine how he obtained the uniform and why he was wearing it unlawfully,” he said. PPC Asi explained that the impersonator was first spotted seated in a grey Toyota Land Cruiser at Banz Town, holding a beer bottle while wearing the police shirt. Officers intercepted the vehicle at Kudjip Market and took the suspect into custody. He commended the Highway Patrol Unit for their swift action and thanked the public for reporting the matter. “The cooperation of the community helps us prevent potential crimes and hold rogue individuals accountable,” he said. The arrest highlights the importance of public vigilance and collaboration with police to maintain safety and prevent impersonation or abuse of authority in the province.

The renewed agreement reaffirms OTDF’s role as an affiliated service provider for UNITECH’s DODL programs, supporting flexible learning opportunities for students unable to attend on-campus classes. Professor Ora Renagi, Vice Chancellor of UNITECH, said the partnership ensures learners in remote areas can access technology-supported education closer to home. “Through this partnership, learners in remote and rural areas of Western Province will continue to benefit from flexible, technology-supported learning opportunities delivered closer to home,” he said. Meanwhile, Associate Professor Garry Sali, Deputy Vice Chancellor, added that the renewed collaboration creates opportunities for students to complete their studies and achieve lifelong goals. “Through this agreement renewal, let’s create opportunities for students to complete their studies, graduate, and feel that they have fulfilled a lifelong goal in education,” he said. In a media statement released on Thursday, April 2, PPC Siguyaru stressed the importance of maintaining law and order, especially during celebrations often linked to alcohol-related incidents. “We ask everyone to celebrate Easter in a respectful and peaceful way,” he said. “Avoid alcohol-related violence and any behaviour that may disturb the peace in our communities.” He also reminded the public to take care on the roads, respect one another, and settle disputes calmly without turning to conflict. The National Weather Service has expanded tropical cyclone warning areas to include Bougainville. Tropical Low 37U, currently located 200 km Northeast of Rossel Island, has intensified and slowed its movement to 8 km/h. Because slow-moving storms remain over specific areas for longer durations, the risk of severe damage is significantly increased. All coastal communities are now exposed to imminent strong winds, heavy rain, and flooding, with gale-force winds expected to arrive within the next 18–24 hours. By order of the Secretary for Community Government and District Affairs, all Managers are directed to execute immediate early actions to safeguard lives and property: • Public Notification: Ensure this advisory reaches all wards, particularly remote inland and coastal settlements. • Small Craft Ban: Strictly enforce the suspension of all small craft vessel operations and open sea travel. • Inland Monitoring: Activate high-alert protocols for mainland and inland communities vulnerable to landslides and flash flooding. • Reporting Channels: Establish a 24-hour monitoring presence at District offices.
