PM REMOVES DEFENCE PORTFOLIO FROM DR BILLY JOSEPH

Prime Minister (PM) and Acting Minister for Defence, Hon. James Marape, has confirmed the removal of all Papua New Guinea Defence Force (PNGDF) responsibilities from Hon. Dr Billy Joseph, pending a comprehensive and independent investigation into serious concerns raised over the Defence Force recruitment process.

Prime Minister Marape said Dr Joseph will continue in his other ministerial roles, including Minister for National Disaster and Emergency Services, National Volunteer Service, and National Fire Service.

“The decision to relieve Minister Joseph of Defence responsibilities is in the interest of integrity, transparency, and due process while we fully examine the circumstances surrounding this matter,” Prime Minister Marape said.

A formal investigation framework is now being developed, with Terms of Reference being finalized in consultation with the State Solicitor to ensure full legal and procedural compliance. The Prime Minister confirmed that official notices are being prepared for senior PNGDF leadership, including the Defence Commander, Deputy Commander, and the Defence Secretary, as part of the investigative process.

A high-level three-member independent team has been established to conduct the inquiry, led by the Chief Secretary, supported by the State Solicitor, and including a senior defence expert from the Australian Defence Force, either serving or retired.

Prime Minister Marape said the team’s mandate will extend beyond the current recruitment concerns to include a broader review of PNGDF governance and recruitment systems. “This team will not only investigate the current recruitment exercise but will also assess the wider governance and recruitment framework within the PNG Defence Force,” he said.

The investigation will focus on alleged irregularities and discrepancies in recruitment processes at Murray Barracks, including the most recent intake. “The inquiry will trace the entire process from recruitment initiation through Murray Barracks processing and onward movements, including Goldie,” Prime Minister Marape said. “No aspect will be overlooked. We will establish the facts, determine accountability, and identify any breaches at all levels.”

Prime Minister Marape emphasized that the investigation is aimed at systemic reform, not just addressing immediate concerns. “This is about fixing the system and ensuring that we recruit the best young Papua New Guineans into our Defence Force,” he said. He added that the review will also align PNGDF recruitment with evolving international security partnerships, including cooperation with Australia. “We are building a modern, disciplined, and professional Defence Force capable of working alongside our partners, including opportunities under existing arrangements with the Australian Defence Force,” he said.

Prime Minister Marape reaffirmed the Government’s commitment to accountability and institutional integrity across all State agencies. “The Defence Force is a key pillar of national security. Its integrity must remain beyond reproach. This process will restore public confidence and strengthen our defence systems,” he said.
